 Detroit automakers may be getting an early much needed Christmas gift from Washington. The White House and Democratic lawmakers have reached a preliminary deal that  would provide 15 billion dollars in government loans to the Big 3. But that money would come with strings attached. A major part of the deal, the companies would have to answer to an all-power car czar appointed by President Bush. That fedral overseer would be responsible for handing out short-term loans and making sure the companies restructure themselves for the future. 
 
 The congressional proposal would give automakers until next Markch to lay out detailed plans on everything from paying back the government, stremlining costs and intruducing new vehicles. If the overseer does not think they're doing their best,  the fedral funding could be yanked back. The deal on the table isn't the one car executives were hoping for when they first went to Capitol Hill asking for money last month, but the agreement would come just in the nick of time.

 GM has said it needs 4 billion dollars by the end of the month just to survive. Chrysler is looking for 7 billion to avoid cash flow problems next year. And while Ford says it doesn't need the short-term help, the company wants to be eligible for 9 billion dollars just in case one of its competitors fails.  The measure is not a done deal. It still needs the approval of congressional Republicans.

 New violence in Greece Tuesday sparked by the funeral for a 15-year old boy. Hundreds of teenage
protesters have pelted police with rocks and scuffled with officers in front of Parliament. A Socialist
leader called for early elections, saying the conservative government can no loger defend the public from
rioters.

 The funeral of Alexandros Grigoropoulos was held in a seaside suburb of Athens Tuesday, far from the
demonstrations. More than three thousand mourners, many of them teenagers, gathered to pay their last
respects. The circumstances surrounding the shooting are unclear, but two officers involved have been
arrested. One has been charged with murder and the other as an accomplice. A coroner's report shows the
boy was shot in the chest.

 
 Schools and universities across the Greece were closed and hundreds of teachers, university lecturers
and students rallied in central Athens. Protesters also briefly entered the building housing the Greece
consulate in Paris. They carried a banner saying "the state kills".
Commentators say the growing hostility by young Greeks toward authority is fed by public discontent over
low wages, frequent public corruption sacdals and a strong historic distrust of government.

 With the push to produce more alternate fule sources, the search is on for ways to keep corn on the
table rather than in the gas tank. Looking beyond food crops, researchers say the biofule of the future
could be cellulosic crops, roadside grass, discarded grain stalks, even simple table scraps. So far,
the cost, associated with adding enzyme to the crops have been prohibitive - about five to six dollars
per gallon of fuel. But researchers say the benifits are worth it. "If we develop these type of resource
base further in the first half of the century, we could even cover about one third of the global future
energy demand."

 The food-versus-fule debate has pegged much of the blame for rising food costs on biofuel production.
But some industry proponents disagree. "All vegetable oils in the world, which is used for bio-disel
production, you talk about one or two percent. And again also if you look at facts systems of the rising
food prices and the dropping food prices that we saw of last few months, that has much more to do with
the speculation."

 The U.S. Department of agriculture claims only a 3 percent increase in food costs can be blamed on
biofuels. But a World Bank report puts that number much higher - about 70 to 75%. Producing biofuels
without compromising food stocks will remain a challenge for some time. And progress is being made on
cellulosic ethanol. Scientists at Michigan State University are looking at genetically engineering
crops to produce their own enzymes and that will bring the cost down two dollars a gallon.

 (관광객의 말) "It was a surprise that they attacked us. And they did fire shots." Pirates attacked a
luxury at cruise ship off the Somali coast over the weekend. The ship escaped and no one was injured
but the European Union is stepping up its effort to protect ships on the high seas. Next week, they
will begin anti-piracy operations in Somali waters. (네덜란드 선 지휘관의 말) "Our mission is to protect
the ships of the World Food Program, the humanitarian goods which are on the ship, so if I have to, I
will destroy the ship."

 There've been about 100 pirate attacks off the Somali coast this year. 40 of those ships were hijacked.
Pirates are still holding 13 vessels including more than 250 crew members and a Saudi supertanker with
100 million dollars worth of oil. One of the most important shipping lanes in the world is becoming
increasingly dangerous.

 Somali hasn't had a functioning government since 1991, and pirates have taken advangate of the country's
lawlessness. The U.N. Security Council voted to extend its mission in Somalia's territorial waters for
another years. Officials say they intend to use all necessary means to stop piracy and armed robbery at
sea.
